According to ITV, FA CEO Bullingham did not tell Southgate to leave Toney out of the England squad because of his gambling allegations, and the decision to leave Toney out was made solely on football grounds.

Whether the claim that Toney was snubbed for football reasons is accurate or not, it’s tough to see why he wasn’t included in the squad.
Toney has been in terrific form for Brentford this season, and he would provide a new dimension to England’s assault.
