Only a few states made attempts to control road accidents which was not very successful. The Shell Petroleum Development Company made an attempt to encourage road safety awareness between 1960 and 1965 and the Nigerian Army also started a road safety awareness program which was largely successful at raising awareness of road users and commenced a yearly road safety week in 1970.
The then military government then made a policy to create the National Road Safety Commission in 1974 but its impact did not last.
The military administration in Oyo State then created the Oyo State Road Safety Corp in the state which made some local impact but was later abolished by the federal government.
With prevailing road accidents on Nigerian highways however, the federal government decided to create the Federal Road Safety Corps as we know it today in February 1988 through Decree 45 of 1988 as amended by decree 35 of 1992 also known as the FRSC Act cap 141 Laws of the Federation of Nigeria (LFN), passed by the National Assembly as Federal Road Safety Corps (establishment) Act 2007.
