It is true and there is no doubt that sports remained, for the most part, a major unifying factor among people, states and nations.

One can however, tells why Nigeria does not always record success in most of its international competitions. Research has revealed that, for sports to develop, there are some factors that must come to play, and these factors include, sports management and sports administration and sports facilities and equipment and sports personnel and funding, as well as, sponsorship. Institutional sports development, and sports competitions, including spots festivals are part of these factors.

Having said that, for Nigeria to experience the envisaged growth and improvement in sports industry, then Nigeria should begin to think of National Sports Policy that is encompassing enough to addresses all the factors mentioned above, and as well, improved them.

And for sometimes now, some Nigerian sports federations do not have sports policy at, say every level, from the federation, and the state as well as, the local government level.

More so, Nigeria do not also has what I may called, ‘clearly spelt-out blueprint or long-term development plan’. You see that, which of course, would have helped in developing Nigerian sports at every level.

However, I must commend on the National Sports Policy document of 2009, which every Nigerian have believed to be relevant till date, but the unfortunate thing is that, this document has not been implemented, unlike the 1989 document.

This non implementation of these documents of course, has helped to hamper, as well as, hinder the growth and development of sports in Nigeria.

Ways by Which Sports Can Be Developed In Nigeria

Having said all of that, there are many ways by which sports can be developed in Nigeria. In this article however, I am going to discuss some of these ways, and I believe if these options I am about to discuss in this article is adopted, sports will be developed in Nigeria.

Sports Stakeholders Should Be Involved In Policy Formulation

Since sports stakeholders play an important role in sports development, there is every reason to involve them in the formulation and implementation of policy.

This is every important, because to ensure that there is successful implementation of all policies that has to do with sports, then the government must make sure that, all sports stakeholders be allowed to take part in policy formulation process at all the stages of policy development.

2. Publication Of Design, And Publication Of Policy Mandate

There should be every attempt to make sure that, sports design is publicized as well as the publication policy mandate and presentation of policy mandates.

Policy makers must make sure that these are done through every available avenue, because that will help in ensuring that, everything that has to do with the implementation of the sports policy is well informed with regards to the existence and the characterization of those things.

3. There Should Be Provision Of Detailed Blueprint That Has To Do With Three Tiers Of Government’s Duties:

There should be provision in sports policy a detailed blueprint of the different responsibilities of the three tiers of government, also with sports governing bodies in respect to the sports administration and the sports management.

Federal government of Nigeria being one of its key functions, via the Federal Ministry of Sports, and also the National Sports Commission should, as a matter of important, ensure that there is provision for the right kind of legislation that will help bring about development and growth. This legislation must include:

Laws that allowed or ensure prospective sport administrators and board members at all the three tiers of government to be elected into different offices based on their academic qualification, particularly in sports management and sports administration.

More so, knowledge about sports both in the international sports and local sports should also serves as criteria for standing such election.

The legislation should also make sure that, the officer involved has a track record that shows that he has been involved in actives sports participation.

4. Every Federation Should Have Blueprint For Development At All Levels

Every federation must, as a matter of important, have a blueprint for development at all levels. More so, every administrator must make sure that, he followed the development policy.

This is every important, and there should be provision of law that punish officers who may attempt not to follow the development policy. Other thing that is of more important is the setting of standard for electoral guidelines involving federation elections.

5. There Should Be Enforcement Of Law On The Part Of The Sports Policy Makers

Laws enforcement is very important in order to make sure that sports administrators comply with the laid down standards.

While enforcing laws, there should be encouragement for the disclosure and the verification of assets before tenure, and this exercise of assets disclosure and verification should also be encouraged after tenure.

The tenure of Board members and that of the sports administrators must be limited to only two terms that is about four years.

These sports administrators must be subjected to recall by the sports stakeholders, most importantly on confidence motion.

Very important again, the following should be seriously taken into consideration: audition of the federation, that of the state and the local government accounts every year, there should be a particular age limit for every sports administrator or manager; serious penalties should go for any individual involved or attempt to poach sports men and women who are talented, and those officers, who may flout the federation laws, as well as, other association laws, and at every level of government.

There should also be laws to address ambiguity within the various sports associations. All the sports associations in Nigeria and at every level should make sure they know their duties and those ones that are irrelevant should be scrapped.
