James McPake of Dunfermline has been nominated from the lower levels after his team went undefeated on their way to winning League One.
Also nominated for the award is Darren Young of Stirling Albion.
The award will be presented at the annual PFA dinner on Sunday.
Celtic dominated the awards for Player and Young Player of the Year.
