1.) IT Assistant

Location: Taraba

Minimum Qualifications
Education & Professional Work Experience:

  • G4 1 year relevant experience with High School Diploma; or Bachelor’s Degree or equivalent or higher

Certificates and/or Licenses:

  • Telecommunications; Information Technology;

Desired Candidate Profile:

  • S/He should have a sound experience in computer installation, network trouble shooting knowledge and experience.
  • S/He should have knowledge on the ProGres V4 to support continuous refugee registration activities as will be required.
  • S/He should have operational experience and familiarity with working in multifunctional teams.
  • S/He should have good oral and written communication skills.
  • S/He should have strong interpersonal and team skills to work in the isolated environment of the field office.

Living and Working Conditions:

  • The duty station Takum hardship classification is D . Duty stations are rated on a scale that assesses the difficulty of working and living conditions from A to E, with A being the least and E, being the most difficult.
  • Categories are arrived at through an assessment of the following six discrete factors: health, security, local conditions, isolation, climate, and housing.
  • Basic medical facilities exist in Takum to manage/stabilize urgent cases (for 24h) before evacuation to Jalingo (4-5hrs drive)and then onwards to Abuja as needed.
  • Takum town is home to different communities, there are imaginary boundaries within the town that a newcomer may not be conversant with. Incessant communal clashes usually occur without warning; on many occasions UNHCR staff have been caught up/affected, although not directly targeted.
  • The violence may go on for days with either side killing each other or inflicting serious gunshot/machete injuries.
  • Hence precautions should be taken on individual social life and cultural awareness and considerations.
  • There are no safe public transport or taxis. Because of the fluid and unpredictable security situation and very limited safe housing options, international staff have been requested to live in a designated UN-shared guest house protected by armed personnel.
  • Takum experiences erratic electricity and office/GH relies on generators as a backup.
  • The nearest airport is in Jalingo (4-5 hrs drive from Takum) provides domestic flights.
  • Takum is not connected to most internet service providers making it difficult to communicate domestically and internationally. There are days when there is no network. The UN office and UN guesthouse have a WIFI.

  • Spoken language is English (official). Some speak the Pigeon English while the local language spoken is Tiv.

Nature of Position:

  • UNHCR Sub Office Ogoja covers three field Office (Calabar, Adikpo, and Taraba), and has 75 staff members disaggregated into 19 internationals (Professional and IUNVs) and 55 nationals (National officer, General Service, UNOPS, NUNV Contract holders) and reports directly to the Country Office in Abuja. The SO Ogoja is implementing the Protection and Assistance Programs and plays an important role in the coordination of Cameroonian refugees. The Field Security Associate is supervised by the Assistant Field Security Officer in Ogoja.

Living and Working Conditions:

  • The duty station Ogoja hardship classification is D. A to E duty stations are rated on a scale that assesses the difficulty of working and living conditions from A to E, with A being the least and E, being the most difficult. Categories are arrived at through an assessment of the following six discrete factors: health, security, local conditions, isolation, climate, and housing.
  • This assumes that staff members and their families can live in Ogoja safely and have access to basic social and economic infrastructures in the difficult living conditions:
  • Basic medical facilities exist in Ogoja to manage/stabilize urgent cases (for 24h) before evacuation to Calabar (5h drive)/Enugu (3h drive) and then to Abuja/Lagos as needed.
  • Ogoja town is small, and everyone knows each other, including the staff of the United Nations. Hence precautions should be taken on individual social life and cultural awareness and considerations. There are no safe public transport or taxis. Because of the fluid and unpredictable security situation and very limited safe housing options, international staff have been requested to live in a designated UN-shared guest house protected by armed personnel. Ogoja has no electricity and relies on generators for those who can afford it.
  • The nearest airports are a 3.5-hour drive to Enugu (1 international flight only) or a 5-hour drive to Calabar (domestic flights), The capital Abuja is a 9-hour drive away. Enugu and Calabar are the closest locations away from the duty station which provides a change of scene in terms of isolation, local conditions, or relief from other adverse factors. The office facilitates the movement of staff to Enugu twice a month, to make purchases, medical referrals if necessary and change of environment.
  • Ogoja is not connected to most internet service providers making it difficult to communicate domestically and internationally. There are days when there is no network. The UN office and UN guesthouse have a WIFI. There are no functioning courier services in Ogoja, such services are only available in Calabar or Enugu Towns.

5.) IT Associate

Location: Abuja

Duties

  • Assist in on-site needs assessment and installation and maintenance of UNHCR Telecommunications and IT equipment.
  • In consultation with the supervisor, establish the IT requirements in field operations, considering the overall IT and Telecom strategy of the region, the operational needs and the security constraints.
  • Install and configure the most appropriate type of UNHCR IT and Telecommunications systems (HF, VHF, UHF, Microwave Links, Telephony, and satellite systems) to meet the field and emergency operations immediate IT needs.
  • Ensure that the equipment under his/her responsibility is in good working condition, by inspecting regularly the hardware and installations. If required, arrange promptly repairs or replacement as necessary according to established procedures.
  • Maintain records of the installations and repairs/replacements done and keep the supervisor fully informed on the status of the equipment.
  • Provide each office, where equipment is installed, with full information for their asset management records.
  • If applicable, keep a proper inventory level of all sites spares and return spare parts for repair/replacement.
  • Monitor and maintain the LAN, Network Servers, Printers, LAN points, Hubs, Patch pane, etc. to prevent faults occurring.

6.) Assistant Field Security Officer

Duties

  • Advise and support the Representative or Head of Office in managing staff safety and security of UNHCR personnel , partners, operations, premises
  • Undertake periodic security assessments in close cooperation with UNHCR senior staff members, UNDSS and interagency partners drafting the required security risk management assessment reports and using key tools for same.
  • Evaluate existing security measures to determine their appropriateness and identify areas needing improvement. Follow up with actions to oversee or implement those improvements.

7.) Assistant Field Officer

  • Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners.

8.) Assistant Protection Officer

Location: Taraba

Duties

  • Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
  • Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
  • Assist in providing comments on existing and draft legislation related to PoC.
  • Provide legal advice and guidance on protection issues to PoC; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.

10.) Head of Field Office, P3 (Taraba)

Duties

  • Monitor and report on the implementation of refugee conventional responsibilities and international obligations of the local authorities Vis a Vis the population of concern to UNHCR within the given geographical area; based on local situations/developments make appropriate recommendation to the UNHCR Representative/HoSO.
  • Advocate and promote UNHCR standards concerning the treatment of asylum seekers, refugees and returnees as well as IDPs, where applicable; Advocate, promote and encourage the concerned authorities and local opinion makers to uphold established UNHCR standards that have become the international norms.
  • Ensure that the basic needs of the concerned population are properly assessed with the participation of the beneficiaries themselves, the host governments and/or the competent Implementing partners and/or UNHCR itself.
  • Subject to the needs, ensure that the planning, formulation and budgeting of identified assistance projects are done as per UNHCR programme cycle; upon approval of assistance project, ensure the timely implementation and rigorous monitoring of identified assistance activities

Duties

  • Monitor and report on the implementation of refugee conventional responsibilities and international obligations of the local authorities Vis a Vis the population of concern to UNHCR within the given geographical area; based on local situations/developments make appropriate recommendation to the UNHCR Representative/HoSO.
  • Advocate and promote UNHCR standards concerning the treatment of asylum seekers, refugees and returnees as well as IDPs, where applicable; Advocate, promote and encourage the concerned authorities and local opinion makers to uphold established UNHCR standards that have become the international norms.
  • Ensure that the basic needs of the concerned population are properly assessed with the participation of the beneficiaries themselves, the host governments and/or the competent Implementing partners and/or UNHCR itself.
  • Subject to the needs, ensure that the planning, formulation and budgeting of identified assistance projects are done as per UNHCR programme cycle; upon approval of assistance project, ensure the timely implementation and rigorous monitoring of identified assistance activities

12.) Senior Development Officer

Location: Abuja

Duties

  • Advise operations on practical research and analysis to interpret long-term political, economic and social trends that will enhance opportunities for solutions, resilience and inclusion for populations of concern to UNHCR as well as more sustainable approaches to refugee protection;
  • Support the operation in planning for resilience and inclusion with a clear shared vision of longer term protection and solution outcomes for people of concern that takes account of host communities and leverages the roles, resources and capacities of development partners, including International Financial Institutions, Multilateral Development Banks, and Bilateral Development donors.
  • Support the development of comprehensive multi-year protection and solutions plans/strategies (incl. Multi-Year Multi-Partner Strategies) for Persons of Concern to UNHCR and/or facilitate the inclusion of populations of concern into national and local development planning and programming instruments.
  • Support and advise the operation in identifying, strategically articulating and capitalizing development and resilience opportunities, including through Government pledges and or pledges made by bilateral or multilateral development and/or peacebuilding partners.
  • Provide technical leadership and support for relationship building with development co-operation agencies and peace and state-building agendas through the different stages of policy and programme identification, preparation, implementation and review.
  • Develop partnerships and networks with development cooperation actors to influence the policy dialogue with governments on institutional arrangements related to sectors, locations and programme content of consequence to UNHCR and persons of concern. This would, in particular, focus on supporting the coordination of the in-country relationship with the World Bank and other multilateral development banks, especially where there is potential for specific funding directed towards UNHCR¿s persons of concern (e.g. WB IDA sub-window for refugees and host communities or the WB Global Concessional Financing Facility).
  • Cooperate with development partners to assist them in incorporating the concerns of refugees, returnees and others of concern to UNHCR into the design and implementation arrangements of projects and interventions in a manner that impacts positively on protection circumstances.
  • Identify, commission and/or contribute to studies and analytical activities that build the conceptual framework and evidence base for comprehensive, development-oriented responses, including preparedness work, to forced displacement.
  • Ensure that development actors are provided relevant data to inform their planning, programming and advocacy around resilience for and inclusion of UNHCR persons of concern.
  • Engage with governments, development partners (both multilateral and bilateral), and with the private sector and civil society (as appropriate) to identify opportunities for UNHCR to contribute to the design and implementation of monitoring systems to track progress towards agreed outcomes.
  • Facilitate coordination and collaboration and the sharing of knowledge and experience sharing between UNHCR and development actors and across UNHCR operations globally by documenting and disseminating good practices and active participation in the Division of Resilience and Solutions¿, Development Partnerships Community of Practice; and,
  • Support training activities aimed at the capacity building of UNHCR and partner agency staff to achieve greater coordination, effectiveness and synergies between humanitarian and development interventions.

For positions in Regional Bureaux only:

  • Provide support, as detailed in the above duties for a country SDO for countries without an SDO as specified in the operational context for this position.
  • Support the Regional Bureau and country operations in analysing from a development perspective the potential components of longer-term situational solutions strategies, identifying the protection/resilience/solutions challenges, and the means to address these and possible regional opportunities for engagement.
  • Support and advise the Regional Bureau and/or operations in identifying, articulating and capitalizing development and resilience opportunities, including through pledges made by regional partners, and regional development initiatives and programmes.
  • Aggregate, analyse and package available knowledge and data from country operations to feed into regional and HQ policy, programme and advocacy efforts.
  • Ensure support and coherence, where relevant, across operations in how they engage with development actors (e.g. messaging, policies, etc.).
  • Interpret long-term political, economic and social trends from a situational or regional perspective that will define the opportunities for inclusion for populations of concern to UNHCR as well as more sustainable approaches to refugee protection management.
  • Engage with regional bodies, such as IGAD, ECOWAS, etc. to identify and advocate for entry points for inclusion in development-related fora; and,
  • Identify, commission and/or contribute to studies and analytical activities from a situational or regional perspective that build the conceptual framework and evidence base for comprehensive, development-oriented responses, including preparedness work, to forced displacement.
  • Lead risk assessments and discussions with team(s) to proactively manage risks and seize opportunities impacting objectives. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels. Allocate resources for planned treatments with resource requirements in Strategic Plans.
  • Ensure that risks are managed to acceptable levels and escalate, as needed. If a Risk Owner, designate the Risk Focal Point and certify that the annual risk review is completed and ensure that the risk register is updated during the year, as needed.
  • Perform other related duties as required.
