Nigerians must change their characters for Nigeria to change – ICPC

Prof. Bolaji Owasanoye, Chairman Independent Corrupt Practices and Other Related Offences Commission (ICPC) says Nigerians must change their behaviours for the country to change to the level they desire. THE GUARDIANS reports.
