Brief History of NECO

NECO was created by former Head of State, Abdulsalami Abubakar in April 1999. It was the first Federal organization to offer subsidised registration to academic candidates in Nigeria.

The establishment of the National Examinations Council (NECO) in April 1999, was a culmination of the reaction of the Federal Government to widespread escalating agitations, for a national examination outfit that would be responsive to the Nigerian needs and demands as well as cope with the annually increasing number of secondary school candidates to take Senior School Certificate Examination (SSCE) nationwide. jamb result

In 1982, WAEC admitted before the house of representatives committee on education that, Nigeria needed to establish additional examination bodies with a view to ceding some of its responsibilities to enable it to function more efficiently and effectively.

NECO Mandate/Act

The mandate of the National Examination Council (NECO) was for the conduction of:

  • National Common Entrance Examination (NCEE).
  • Basic Education Certificate Examination (BECE).
  • Senior School Certificate Examination (SSCE) Internal and External.

The above mandate is propelled by the Council’s vision and mission statements, core values, slogans and Ethos which are:-

10 Objectives/Roles OF NECO

  1. Developing, administering and conducting aptitude tests for all candidates into Federal Government Colleges and other allied institutions.
  2. Monitoring, collecting, and keeping records of continuous assessment in all Federal Government Colleges and other allied institutions, and in the Suleja Academy toward the award of the Junior and Senior School Certificates. NNPC recruitment
  3. The general control of the conduct of the Junior Secondary School Certificate Examinations in all Federal Government Colleges, and other allied institutions and in the Suleja Academy.
  4. Revising and considering annually, in the public interest, the examinations to be held for admission into Federal Government Colleges and other allied institutions.
  5. Collecting and disseminating information on all matters relating to admission into Federal Government Colleges and other allied institutions.
  6. The general control and conduct of the National Common Entrance Examinations for admission into Federal Government Colleges and other allied institutions;
  7. Developing and administering selection examinations into the Suleja Academy in accordance with such guidelines as may be approved, from time to time, by the Minister;
  8. The general control of the conduct of the internal and external Senior Secondary School Certificate Examinations in Nigeria without prejudice to the existing powers and functions of the West African Examinations Council. JAMB caps
  9. Conducting a Standard National Assessment of Educational Performance at junior and senior Secondary School levels.
  10. Conducting researches leading to national improvement of testing and examination procedures at Junior and Senior Secondary School levels.

List of Notable Achievements of NECO

The Federal Government of Nigeria established National Examinations Council (NECO) in April 1999. And since then till now, NECO has recorded some great notable achievements which are outline below.

  1. conducting the Basic Education Certificate Examination (BECE) for Junior Secondary Schools as well as the National Common Entrance Examination into Federal Government Colleges in the country.
  2. the initiation of “NECO Ethos”. This was geared towards enhancing staff orientation, attitude to work and service delivery under the leadership of Professor Charles B.U. Uwakwe, who was appointed Registrar/Chief Executive of the Council on 1st April, 2015.
  3. The ability to introduce equity and fairness in the posting of staff to out-of-station assignments by the leadership of Professor Charles B.U. Uwakwe
  4. Professor Charles B.U. Uwakwe, under is regime has ensured that staff entitlements are regularly and timely paid.
  5. Prompt payment of allowances to Examiners and other ad-hoc staff members.
  6. Psychometrics, General services, Information and Communication Technology (ICT), and the Directorate of Special Duties, in the office of the Registrar, has been created, still under the watch of Professor Charles B.U. Uwakwe.
  7. Under the administration of Professor Charles B.U. Uwakwe, the provision of befitting accommodation for staff across the country. Specifically, staff accommodation has been provided in the FCT, Delta, Rivers, Cross River, Enugu, Bauchi, Kano, and Lagos. This is a great boost for NECO.
  8. The creation of an administrative block, installation of solar streetlights at the Council’s headquarters to improve security at night – credited to the administrative leadership of Professor. Charles.
  9. The timely release of results.
  10. In addition, the Council. under the watch of professor Uwakwe has witnessed the development of a new BECE syllabus and a new grading format which was approved by the Honourable Minister of education, and took effect in the 2017 edition of the examination.

Challenges facing NECO

  1. Lack of Utility vehicles: This will be needed for distribution of sensitive materials, not for officers. Pick up vans, lorries, big and medium size.
  2. Outdated Scanners: There are a lot of outdated scanners and should be replaced with modern scanners, in the ICT department. New scanners worth about #30 Million Naira.
  3. Poor Infrastructure: The 37 states (including FCT) need offices, not be tenants, working at snail speed.
  4. Sanctions for exam malpractice and prosecution of offenders is difficult to handle.
