About the Nigerian Civil Aviation Authority (NCAA)

Civil Aviation is a serious component of Nigeria’s transport system and indeed its economy. Nigeria as it stands today as a country has about 32 Airports, 26 of which are regulated by the Federal Airports Authority of Nigeria (FAAN) and 5 others which are popularly known as the International Airports in Nigeria. This includes the likes of Murtala Muhammed International Airport, Aminu Kano International Airport, Nnamdi Azikiwe International Airport, Port Harcourt International Airport among others located which are located in Lagos state, Kano state, FCT, Rivers stat respectively.

The Nigerian Civil Aviation Authority (NCAA) is the body in charge of the regulation of the aviation sector in Nigeria today. The body is self-governing with the passing into law of the Civil Aviation Act of 2006 by the National Assembly and was approved by the President of the Federal Republic of Nigeria at that time. nigerian civil aviation authority

The 2006 Civil Aviation Act did not only make NCAA autonomous in nature but also exercise some viable activities such as carrying out administrative functions of Airports, Airspace, Meteorological/Atmospheric Services and regulating the aviation industry, etc.

History of the Nigerian Civil Aviation Authority (NCAA)

The Nigerian Civil Aviation Authority (NCAA) was first established in Nigeria in the year 1999 under decree number 49 of the Nigerian federation, though it commenced its operational activities in the year 2000. Just like any other government establishment, NCAA was entitled to some statutory responsibilities obligated on them to carry out prior to their commencement. Some of these statutory responsibilities include security, monitoring and improving safety, and economic and reliance on air navigation oversight in line with the International Civil Aviation Organization (ICAO). Prior to the year 1989, the regulation of the aviation sector as well as executing air traffic operations were carried out by the Civil Aviation Department (CAD) of the Federal Ministry of Aviation.

As a consequence of the implementation of the National Policy on Civil Aviation of 1988 by the Federal Government, the Federal Civil Authority (FCAA) came into existence as it was established under decree number 8 of 1990 and replaced Civil Aviation Department as the functional regulatory body of Aviation sector in Nigeria as of that time. Nevertheless, it was an improvement for the Nigerian Airport Authority (NAA) which was lately segmented from Civil Aviation Department (CAD) in the year 1976 to manage and perform executive functions in Nigerian Airports.

The Government further undertook a reorganization of some Government parastatals in the aviation/flight industry as an after-effect of the Federal Civil Authority ditch just before the end of 1995. New executives of safety were inaugurated to replace FCAA while the Aerotels department, NAA, and Air Traffic services sector were combined together to form the existing Federal Airport Authority of Nigeria (FAAN)

The International Civil Aviation Organization (ICAO) is the body responsible for setting standards of International Civil Aviation activities and ensuring that states fulfill obligations provided in the Convention on International Civil Aviation. The body, as part of its terms, requires all member states to establish an appropriate state organization to be known as Civil Aviation Authority (CAA) charged with necessary powers to ensure compliance with air navigation regulations promulgated by the state. As a requirement to fulfill its obligations/requirements, Nigeria has to be keen to maintain its membership of ICAO. 

It was in view of this and in response to calls from stakeholders in the Aviation Industry that the then Federal Military Government enacted Decree 49 of 1999 establishing the NCAA. The Authority commenced operations on 1st January 2000.

Current Chairman/Director of Nigerian Civil Aviation Authority (NCAA)

The current Nigeria Civil Aviation Authority director is Capt. Musa Shuaibu Nuhu, a veteran, technocrat, and also aviation safety management specialist. He obtained his Aviation Safety Certificate in the University of Southern California in Aviation Safety Managers Training in the year 2001. As time went by, he also obtained an International Aviation Master of Business Administration (IAMBA) certificate from Concordia University.

Achievements

• On 23 August 2010: Nigeria achieved a Category “1” air safety rating from the United States Government under the Federal Aviation Administration (FAA) International Aviation Safety Assessment (IASA) program. In summary, it means that passed the International Air Safety Standards as set up by the International Civil Aviation Organization (ICAO)
• 23 August 2010: Dr. Demuren received a medal and Category 1 certification from former U.S ambassador Dr. Robin Sanders
• Official congratulation note by U.S ambassador Dr. Robin R. Sanders to the Nigeria Civil Aviation Authority (NCAA) in a brief ceremony which was held some time ago in Abuja Nigeria JAMB form
