FIFA confirmed the change and stated that they had reached an agreement with the host authorities to restrict the sale of alcoholic beverages to FIFA fan festivals, fan destinations, and licensed establishments, rather than the stadiums.

“Following discussions between host country authorities and FIFA, a decision has been made to focus the sale of alcoholic beverages on the FIFA Fan Festival, other fan destinations and licensed venues,” FIFA announced.
