Giving reasons for the delay, Kyari said, “The promise was to start the fuel plant, which is the 60,000 barrels per day (bpd) component of this activity by the last quarter of 2022, but it is not practical. So, we will start it off in the first quarter of 2023, otherwise, every other process is ongoing.”

Giving further details on the state of the refinery, the Minister of State for Petroleum Resources, Timipre Sylva, said, “The rehabilitation of the 60,000 barrels per day is being completed and it is going to be started in the first quarter.”NYSC portal

Sylva mentioned the Dangote refinery, which has a capacity of 650,000 barrels per day, and modular refineries throughout the country as contributors to the government’s 2023 objective to end the importation of petroleum products.JAMB portal

Some modular refineries, such as the Waltersmith modular refinery, in which the NNPC has a 30% stake, and the Duport modular refinery, in which the NNPC also has a 30% stake, will also begin operations in 2023, thereby reducing imports of petroleum products significantly.

According to a report by Nairametrics, Sylva also stated that gasoline subsidies were unsustainable and that petroleum product pricing should be determined by the market in Nigeria, as they are in other nations whose prices are higher than Nigeria’s current official PMS price of N180 per litre.

The Minister had said in November 2022 that the Port Harcourt Refinery, which had been undergoing renovations at a cost of $1.5 billion and was expected to produce 60,000 barrels of refined crude per day, would begin operations by the end of December 2022.JAMB Result
