Most importantly, the communities where the oil pipes are located should have their local security agencies. No thief can come to the communities without the members of the communities knowing it. The federal government and the oil companies should hold the local government chairs responsible for whatever happens to the oil pipelines in their local government areas. The reason they should hold them responsible is that they are at the grass-root level of governance. The oil pipes are under them.
