We are recruiting to fill the following positions below:

1.) National Consultant – Independent Evaluation of the UN “Delivering as One” (DAO) Programme Implementation Modality

Location: Abuja

Qualifications and Experience of the Evaluation Team Members / Leader
To qualify as an advocate for every child, you will have:
Qualifications of the Team Leader:

  • The team leader should have an Advanced University Degree (Masters or Ph.D.) in Public Administration, Development Studies, Public Health, Business Management, Economics, International Relations / Law or another relevant field, with at least 10 years of proven experience in leading development and humanitarian evaluations, especially in the area of Governance, Human Rights, Economic Growth, Basic Social Services, Health and WASH, Peace and Security.
  • Having conducted positively rated evaluations against the UNEG Standards for any UN Agency or country will be considered an asset for the team leader.
  • The team leader to be recruited should, furthermore, have a strong development background with a solid understanding of the humanitarian aspects and of the humanitarian development nexus.
  • The team leader is also required to have sound expertise in UN strategic planning processes (UNSDPF) and the DaO programmatic implementation, including familiarity with key concepts/approaches such as Result Based Management (RBM), Huma Rights Based Approach (HRBA), gender equality, leave no one behind (LNOB) and UN reform process
  • S/he should have previous evaluation experience in Nigeria.

Qualifications of Technical Expert / Team Member:

  • The technical expert / team member should have an Advanced University Degree (Masters or PhD) in Public Health, Social Sciences, Education, Development Studies, Economics, Business Management, or other relevant fields.
  • S/he should be sufficiently conversant with Nigeria’s development and humanitarian context, especially the socio-political and institutional context, with at least 5 years’ experience in conducting evaluations and analyzing quantitative data.
  • S/he should demonstrate a sound knowledge of UN’s mandate and experience of partnering with the Government of Nigeria and show proven experience in governance processes, policy analysis and implementation in Nigeria.
  • Having conducted evaluations with UN agencies and adhering to the UN Evaluation Group is an asset.
  • S/he should demonstrate the ability to effectively translate data collection tools and conduct interviews in local communities and in the local language of the geographic area if required. S/he should have proven experience in planning, managing risks, monitoring and evaluation processes based on RBM, HRBA, LNOB, and gender mainstreaming.
  • Candidates who served as implementing partners or are still implementing the UNSDPF programmes will be automatically excluded from the bidding process.

2.) International Consultant – Monitoring and Reporting Mechanism (MRM), 11.5 months

Location: Borno

Qualifications
To qualify as an advocate for every child you will have:

  • An Advanced University Degree in International Development, Human Rights, Psychology, Sociology, International Law and other Social Science field is required.
  • A minimum of 5 years of professional experience in social development planning and management in child protection and/other related areas at the international level some of which preferably were served in a developing country is required. Relevant experience in child protection and related areas, program/project development and management in a UN system agency or organization is an asset. Relevant experience in program development in MRM in a UN system agency or organization is considered an asset.
  • Experience in both development and humanitarian contexts is an added advantage.
  • Experience working in the UN system agency or UN organization is an asset
  • Fluency in English is required.

3.) Consultant – Formative Research for Wasting Detection and Enrollment into Treatment Protocol, 11.5 months

Location: Kano

Requirements
To qualify as an advocate for every child you will have…

  • Minimum of a PhD (Nutrition Sciences/ Public Health/Nutrition Chemistry).
  • More than ten years as a lecturer, preferably, at a proven University in North West Nigeria.
  • More than ten years in nutrition research. Formative research skills are an asset.
  • Experience working in/knowledge of the North West, nutrition context and local Nigerian language skills. Familiar with wasting programming.
  • Familiar with research, program evaluations.
  • Familiar with the need to sensitize not only communities, but decisionmakers and stakeholders at all levels.
  • Familiar with ethical and other clearance needed to conduct study.
  • Excellent communication skills in English language (written and verbal).
  • Has more than three publications and as a principal Investigator.

4.) National Consultant to Strengthen Nutrition Policy Initiatives, 10 Months

Location: Abuja

To Qualify as an Advocate For Every Child You Will Have

  • Minimum of Advanced Degree in either Public Health, Health Planning, Policy and Management, Health Economics and Financing, Public Policy, Nutrition, Agriculture, Food Science and Technology, Epidemiology, Sociology, and related disciplines.
  • Minimum of 7 years experience in Food and Nutrition Systems.
  • Experience in policy dialogue and engagement
  • Experience in engaging multi-sectoral Food and Nutrition Systems stakeholders.
  • Extensive knowledge of the Nigerian health systems and nutrition sectoral policy landscape.
  • Experience in managing multi-stakeholder working groups;
  • Experience in institutional capacity building at the national level;
  • Experience in monitoring and evaluation mechanisms;
  • Experience in conducting budget tracking and analysis with the ability to conduct both quantitative and qualitative data analysis.

5.) Communication for Development (C4D) Officer

Location: Abuja

Requirements
To qualify as an advocate for every child you will have:

  • Advanced University Degree in the Social / Behavioral Sciences, (Sociology, Anthropology, Psychology, Communication Studies and Health Education) or any other relevant field.
  • Training in social and behavior change and social research would be an advantage.
  • Minimum of 5 years of relevant professional work experience in the planning and management of social behavior change programMEs, including 2 years of practical experience in the adaptation and application of C4D processes to specific programmes.
  • Fluency in English and the local working language of the duty station will be considered an asset.
