Pepe was given a shot in the first team at Porto last season after Luis Diaz was sold to Liverpool. He made 40 total appearances last term, netting six goals and laying on five assists.
The Gunners declared their interest in the winger earlier this summer with the £25m bid. The offer was instantly rejected by Porto, who continued to hold out for over double that, and there have been no further bids since.
