1.) Strategic Advisor – OVC / NOMIS

Location: Abuja

Job Description

  • The position holder will support ECEWS CDC OVC-SPEED Project partners in the development and implementation of data collection systems, ensure data quality, and accurate reporting in a timely manner.

The Officer will support in coordination, management, and dissemination of strategic information; and is responsible for the following activities:

  • Will support state level implementation of the OVC project in the state of assignment with displayed capacities in building acceptable documentation, reporting, and learning systems.
  • S/he will lead the monitoring of data collection, collation, storage, analysis, and reporting ensuring that data is audit worthy and incorporated into program reports for submission to CDC.
  • Under his/her guidance, the project at the state level will utilize monitoring data to maximize program impact.
  • The successful candidates will ensure efficient use of available resources towards achieving defined M&E goals.
  • S/he will ensure adherence to structured principles during implementation of M&E field activities and provide required program statistics within expected timelines to inform project planning and delivery.
  • The Officer will build and sustain strategic relationships with key state-level stakeholders and maintain an information flow to keep all stakeholders updated with project performance.
  • Support and oversee the M&E work of the Community Based Organizations (CBOs) in the implementation of the OVC Project.
  • Oversee the training of CBO staff in the SPEED M&E system including the NOMIS forms and database.
  • Ensure CBOs understand the information needs of project stakeholders and donors and adhere to system requirements.
  • Work closely with the CBO M&E officers to ensure they understand the data requirements and data gathering and report formats.
  • Support CBOs to train Community Case Workers to correctly report OVC activities and services provided to clients’ and their households on a timely basis.
  • Ensure that CBOs enter accurate and high-quality data and report on the NOMIS platforms on a timely basis.
  • Ensure that CBOs participate in the data quality assessment, understand the recommendations for remedial action, and comply with those recommendations.
  • Attend relevant SPEED management and technical meetings to ensure close coordination between program, management, and M&E staff.
  • Collaborate with SPEED management and CBOs in planning, designing, and undertaking program evaluations and special studies.
  • Identify and respond to key stakeholders’ information needs in MEAL activities, using a range of appropriate communication methods.
  • Ensure the transmission of data into NOMIS and any other required electronic platform within expected frequencies.
  • Participate in DQA and other data quality and validation activities.

  • Appropriate familiarity with electronic medical record systems.
  • Strong data management and analysis skills.

Location: Delta

Minimum Recruitment Standard

  • Must possess a University Degree in any of the following or related fields: Computer Science, Data Science, Statistics or any other Health Related Sciences and a minimum of 8 years relevant experience supporting the implementation of M&E systems, and planning and executing program evaluation. 4.) Clinical Services Specialist

Location: Cross River

Job Description

  • Provide technical leadership and support at the LGA level related to clinical management of HIV/TB in line with PEPFAR strategic direction, global approaches, and emerging environmental priorities.
  • Oversee the implementation of integrated HIV, TB, NCD and other medical services at the LGA and facility level.
  • Work with relevant staff to coordinate the implementation of facility-based programs in relation to clinical management of HIV/AIDS.
  • Oversee capacity-building activities to transfer skills, knowledge, and technology to the Government of Nigeria stakeholders at the individual, facility, and LGA levels to lead the HIV response and create effective linkages between facility and community services.
  • Support and strengthen the system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.
  • Coordinate daily situation room meetings and hold backstops and epidemic response teams accountable for their performance.
  • Facilitate the clinical assessment of all patients diagnosed with HIV and ensure same-day commencement of treatment for eligible patients.

  • Contribute to the overall management of all medical-related waste at the health facility and community level
  • Support the oversight of all commodities utilized in the implementation of project activities.
  • Ensure all waste disposal processes are in line with global best practices and environmental standards
  • Develop and deploy SOPs, tools, and relevant guidelines for the safe and secure disposal of all medical-related waste and ensure healthcare workers are trained in these guidelines

  • Will assist in the management of the Project’s financial processes, reports, budgeting, and budget controls including preparation of monthly management accounts and annual statutory financial statements.
  • Maintenance of the general ledger of the accounting software – SAGE 300, while ensuring monthly reconciliation of all ledgers and sub-ledgers

  • The Logistics and Supply Chain Officer will support the Line Manager in ensuring and maintaining an effective and efficient logistic system at the state level.
  • S/he will work directly within the State Logistic Management Coordinating Unit to support the state logistics system in the management of commodities relevant to project implementation.

11.) Grievance Redress Manager

Location: Enugu

Job Description

  • Under the supervision of the Project Director, the Grievance Redress Mechanism (GRM) Manager will be responsible for overseeing the management and resolution of grievances received from community members, beneficiaries, and other stakeholders related to the Malaria project in the State.
  • He/She will be responsible for ensuring that all grievances are handled in a timely, fair, and effective manner and that feedback is provided to the relevant stakeholders.
  • Coordinate the grievance redress mechanism of the program.
  • Establish/adopt/adapt a grievance mechanism, process, or procedure to receive concerns and complaints and allow stakeholders and beneficiaries to denounce the shortcomings in the program implementation.
  • Prompt analysis/review of concerns/complaints and dissemination/utilization of findings to generate strong support and stakeholder/beneficiary engagement.
  • Follow up concerns/complaints until adequately resolved/redressed.
  • Work in close collaboration with the NMEP, SMEP, other stakeholders, and beneficiaries of the Malaria program to address all reported concerns/complaints.
  • Keep the Project Leadership informed of progress, constraints, and other issues regularly and assist with identifying appropriate responses.
  • Represent ECEWS at relevant forums, including meetings, conferences, etc.
  • Produce weekly and monthly project updates and reports and monthly activity plans for community-based malaria interventions.

  • Provide technical support to sites in the state, including interacting with site Program Managers, M&E focal points, other implementing agencies, and local research groups on needs and ensuring that these parties understand and can support the preparation and sorting of source documents for data to be entered into DHIS and reported to the Donor.
  • Conduct routine monitoring visits to project sites, including the conduct of data quality assessments (DQAs) using official tools, assist in the preparation of monthly reports, and provide supportive supervision.
  • Ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.
  • Assist in the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry.
  • Document lessons learned and best practices in monitoring and evaluation, according to national and global standards.

Minimum Recruitment Standard

  • Master’s Degree in Statistics, Economics, Demography, Anthropology, Development Planning, Social Work, Epidemiology or related subjects is required.
  • At least 5 years of progressive experience in monitoring and evaluation of public health interventions or any large social sector programs.
  • In-depth knowledge of M & E techniques and methodologies including knowledge of conducting operations research, household surveys and qualitative assessments; data analysis, interpretation, and reporting.
  • Proficient with analytical tools and software such as Stata, SPSS, MS Excel, etc.

Job Description

  • The Logistics and Supply Chain Manager will ensure effective pipeline and inventory management to enable on-time delivery of all commodities for which ECEWS  is responsible and avoid stockouts, with all documentation correctly completed and filed.
  • The post holder will be responsible for the procurement of commodities needed for the successful implementation of the project
  • Monitor and ensure optimal stock levels of commodities across all implementation sites
  • Liaise with all procurement agents appointed by our donors for commodities to be used by ECEWS-managed projects.
  • Perform any other duties as may be assigned.

Minimum Qualifications

  • Master’s Degree or its equivalent in Engineering, Sciences, or Social Sciences with Training in Procurement, Logistics, and Supply Chain Management.
  • At least 7 years experience in procurement planning and management in private sector/international organizations.
  • Demonstrated experience of efficiently and efficaciously completing procurement of health-sector goods and commodities.
  • Knowledge and ability to work on ICT tools for inventory management, logistics, and supply chain management.
  • Knowledge of completing procurement in Nigeria.
  • Excellent communication skills (oral and written) in English.
  • Strong credibility and integrity in this domain.

  • Performance/progress reports and updates to the Project Leadership
  • Represent ECEWS and present reports to relevant stakeholders through meetings and conferences.
  • Develop monthly activity plans for community-based malaria interventions.
