1.) Senior Compliance Officer

Location: Borno

Key Responsibilities
Role / Mission:

  • Develops an annual customized compliance monitoring and evaluation plan including tools, standards, ethical considerations and evaluate all project locations in line with specific donor requirements.
  • Conducts risk assessment for financial and operational landscape. Identify high risk activities and provide a mitigation plan.
  • Offer practical advice on how best to comply with financial, logistics, HR policy and donor guidelines on programmes.
  • Conducts quarterly audits, investigations, and status of audit recommendations reports for submission.
  • Meets with National Grants/Compliance Officer and Country Director on a regular basis, or as requested by the Country Director.
  • Ensure quality control of Partner organization activities in line with the project plan and donor requirements.
  • Ensure project implementation are in line with proposed timeline based on agreement with the donor.
  • Periodically reviews and updates the compliance monitoring checklist and other tools to stay current with JRS and funding partners, procedures and policies.
  • Assesses the effectiveness of internal controls and compliance within JRS Nigeria policy framework and identifies gaps in procedures and controls systems and provides recommendations to the Country Leadership Team for strengthening them.
  • Tests internal controls, targeting high risk areas, including workshops, inventory control, cash advance management, payroll, and Fleet Management.
  • Documents internal control weaknesses and compliance deviations and their impact and makes recommendations to address these weaknesses.
  • Identifies gaps in knowledge and skills and provides recommendations for training.
  • Prepares detailed reports of each compliance review and other task assignments, with prioritized findings and recommendations.
  • When necessary, collaborates with internal and external audit on investigations of whistleblower cases, suspected fraud, mismanagement, loss of assets, etc.
  • Follows-up on recommendations from the internal and external auditors to ensure the recommendations have been implemented and adhered to.
  • Stays abreast of laws, directives, and current trends in the local legal and NGO environment.
  • Perform other duties as assigned by the Country Director.

Required Profile
Experience and Qualification:

  • Bachelor’s Degree in Accounting or Business Management, Project Management or any related discipline with five (5) years relevant experience in similar position.
  • An advanced Degree in International Development, Project Management, Project Control with three (3) years relevant experience in similar position.
  • Professional certification in Project management, Project control, Accounting, Internal Audit, Fraud Examination and Procurement.
  • Extensive familiarity of program grants rules and regulations especially with ECHO/EU Grants.

2.) Logistics Assistant

Location: Borno

Key Responsibilities
Role / Mission:

  • Under the guidance of the Project Director plan and prepare the weekly activities of the logistics department.
  • Ensure accuracy of all inventories, manage stock levels.
  • Receive, verify purchased goods, and review bills, purchase orders and invoices.
  • Facilitate the movement of JRS personnel in the field: flight bookings, communication of departure and arrival times to staff and drivers.
  • Coordinate the transport of project equipment, receiving of procured goods.
  • Plan the movement of devices, track their maintenance and repair, as well as the generator and other devices.
  • Prepare an orderly list for JRS goods and create contingency plans to ensure that all implemented logistics programs work successfully.
  • Reception and accommodation of staff at the guesthouse.
  • Overall supervision of project Drivers.
  • Follow up of the maintenance of the office and the guesthouse.
  • Organize files manually and electronically.

Required Profile
Qualification:

  • Minimum of HND / BSc in a relevant field.

  • At least three (3) years’ relevant experience in an INGO.

Qualification:

4.) Finance Assistant

Location: Borno

Key Responsibilities
Role / Mission:

  • Monitor the expenditures to ensure that program funds are utilized appropriately by the close of the fiscal year.
  • Ensure that all financial reporting is completed on time and submitted to donors.

5.) Education Officer

Location: Borno

Purpose of the Role / Mission

  • Take responsibility for planning and implementation, monitoring, evaluation and reporting activities related to education programming focused on improving children’s learning outcomes (literacy, Numeracy and life skills) and development using evidence- based approaches.
  • Supports the establishment, strengthening and training of the school-based management committees.
  • Support the development of teacher training contents (in pedagogy, inclusive education, child protection, PSS, PSEAH, etc) to improve teachers teaching skills.
  • Play a key role in the mobilization and engagement of the community and stakeholders in the implementation and monitoring of the project.
  • Provide weekly and monthly project reports to the supervisor.
  • Routine visits to project schools for data collection and school profiling in collaboration with the M&E team.
  • Contribute to resource mobilization through updating JRS through the Project Director by providing updates on the needs in the communities and provide lessons learnt and feedback to improve project quality and implementation.
  • Identify and communicate any issues that are delaying project implementation in a timely manner.
  • Support the implementation of, and represent Jesuit Refugee Service in, emergency education coordination mechanisms including any relevant cluster meetings.
  • Ensure regular monitoring of project activities in project schools and follow up in implementation of planned tasks, activities and agreed actions in the work plans.
  • Create and sustain positive working relationships with staff, partners and key stakeholders at all level (community, LGEA, State, etc) to ensure coordination of project activities.
  • Under the guidance of the Project Director, he/she will ensure that Education Intervention is implemented in a coordinated, harmonized and aligned manner, in line with donor requirements and commitments.
  • The Education Officer will be responsible for sharing the progress reports and updates on a timely manner from the field.
  • Oversee the work of Education Assistants, identify capacity building needs and provide technical and administrative support and mentoring as needed.

  • Contribute to monthly, quarterly and annual internal and external reports.

Location: Borno

Required Profile
Qualification:

  • University Degree or equivalent in Education, Social Sciences, or related field.

Experience and Skills:

  • Good knowledge of MS Office.
  • Minimum of 2 years relevant working experience with NNGO, and INGO in the Northeast.
  • Experience working with IDPs, refugees, and other vulnerable populations
  • Good analytical and reporting skills.
  • Ability to work in stressful locations.
  • Traceable references of previous employers.
  • Understanding of the education context and humanitarian and development response in the Northeast.
  • Experience with nonformal, working with Tsangaya and Islamiyya schools on mainstreaming Out of School Children (OOSC) and support to formal education preferred.

  • Kanuri and/or additional local language skills are required.

Location: Borno

Required Profile
Qualification:

  • Minimum of a Bachelor’s Degree / HND.

Experience and Skills:

  • Have a bachelor’s qualification in any relevant field.
  • Have at least 1 year experience in livelihood-related programming
  • Experience working in emergency settings (deep field), particularly in Northeast Nigeria.
  • Preferably a Kanuri and Hausa speaker with strong English writing and reporting skills
  • Have a good experience and knowledge of Microsoft Office.
  • Strong data management skills.
  • Good communication skills and ability to operate in challenging environments.

Required Profile
Qualification:

  • Minimum of OND / HND holders.

Experience and Skills:

  • At least Five (5) years’ experience in professional driving of vehicles.
  • Experience in driving 4 by 4 vehicles and Hard-Top vehicles.
  • Defensive Driving certificate is preferred.
  • Adequate knowledge of traffic laws and adhere strictly to them.
  • Have a valid and clean driver’s license and must pass a police/FRSC background check.
