1.) Project Accountant

Location: Niger

The Objectives of the Assignment

The Objectives of the assignment are to provide professional advice and management support to the SPMU to effectively implement the project. In order to achieve these objective, the SPMU staff would carry out, broad scope of project management activities

Job Description
Duties includes but not limited to the following:

Administratively responsible to the PC and technically responsible to the Head PFMU
Prepare the budget (in consultation with key members of the PFMU/SPIU) for the fiscal year based on the approved work plan.
Maintains and updates all accounting records promptly in line with approved accounting standards and in line with the Bank’s requirement and Government’s regulations
Prepare and submit periodic reports, (.e. monthly, semester and annually) in the formats agreed with the Bank within the stipulated submission deadline.
Ensure relevant books and records are maintained, including appropriate records for advances.

Qualifications

Must possess a Degree in relevant field of study or its equivalent and registration with professional bodies.
Must have above 4 years’ experience in Accounting
Experience in Multilateral Banks finance Project is an added advantage

Project Components
Government of Niger State palns to reconstruct the existing Minna-Kataeregi-Bida in Niger State. The scope of the project includes: Npower Recruitment

Reconstruction of existing carriageway
Dualization of carriageway (82KM) with interchange at Minna and Bida terminals
Construction of 2 Nox toll plazas with shopping arcade
Construction of pedestrian bridges
Construction of social development initiatives (schools, market, water points, health facilities); and
Maintenance Programme and Capacity Building for Project staff.

Dutie
Duties includes but not limited to the following

Administratively responsible to the PC
Review all EA Documents prepared by consultants and ensure adequacy under the Co-Financiers Safeguard policies
Ensure that the project design and specifications adequately reflect the recommendations of the ELA.
Provides environmental safeguards review and technical support to project implementation teams to enhance project quality and compliance on environmental safeguards in RAMP-2 operations in the states.
Advises Government agencies, project sponsors, consultants and non-governmental organizations on Co-Financiers environmental safeguard policies, guidelines, procedures and best practices and assists them in preparing appropriate frameworks, plans and actions to address these issues during project development and implementation, etc Waec Result

Qualifications

Must possess a Degree in a relevant field of study or its equivalent
Must have above 4 years’ experience in environmental and safeguard assignments
Experience in Multilateral Banks finance Project is an added advantage
Excellent computer skills.

Prepares ToRs and recruit engineering design and supervision form as the case may be
Recruit contractors for the intervention site under guidance of the Procurement expert
Monitors the day-to-day intervention site design and construction activities.
Counter sign payment certificates after join measurement of works with the supervising consultant or Resident Engineer’s representative
Report on the progress of works
Enures that intervention site redesign and amendments by consultant are carried out accordingly
Provides advice to management on technical issues concerning the project
Ensures that post Contraction maintain work is planned budgeted and carried out, documented and monitored accordingly, etc.

Qualifications

Must be a Civil Engineer registered with NSE or COREN
Must have above 10 years experience in supervising road construction Projects
Experience in Multilateral Bank finance Project is an added advantage
Excellent computer skills

4.) Monitoring and Evaluation Officer

Location: Niger

Job Description
Duties includes but not limited to the following:

Administratively responsible to the project coordinator.
Establish an effective and participatory M&E system
Based on the project budgets, design a framework for the physical and process monitoring of project activities.
Guide project staff and consultants/Contractors in preparing their progress reports.
Together, analyse these reports in terms of problems and actions needed.
Prepare consolidated progress reports for project management to submit to the EA, in accordance with approved reporting formats and timing
Review monitoring reports, analyse them for impact evaluation and to identify the causes of potential bottlenecks in project implementation
Collaborate with project staff and Consultants Contractors on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.
Ensure that, in general, project monitoring arrangements comply with the project loan agreement and, in particular, the provisions of this agreement are fully observed in the design of the project M&E plan, etc.

Qualifications

Must possess a Degree in relevant field of study or its equivalent
Must have above 4 years experience in monitoring and evaluation or related assignments
Experience in Multilateral Banks finance Project is an added advantage

5.) Internal Auditor

Job Description

Administratively responsible to the PC and technically responsible to the Head PFMU
Ensure that there is an adequate internal control within the project management and processes
Prepare annual audit work plan with emphasis on the identified project risk areas
Prepare on quarterly basis internal audit report and submit to AFDB, steering committee, and SPIU
Ensure that expenditures are in line with approved budget line
Pro-actively support and improve project quality assurance

Qualifications

Must possess a Degree in relevant field of study or its equivalent and registration with professional bodies
Must have above 4 years experience in Accounting
Experience in Multilateral Banks finance Project is an addedd advantage
Excellent computer skills

8.) Project Coordinator

Location: Niger

Job Description

The Project Coordinator will be charged with ensuring that the operational, monitoring, reporting, financial management, procurement as well as outreach and communication requirements of the project are implemented in accordance with the project implementation manual and the loan agreement.

The duties includes but not limited to the following:

Ensuring effective coordination ith agencies / institutions responsible for the implementation of project components, liasion with the BA as well as coordinate communication with bank.
Seeking input from the executing agencies and project steering committee on (i) The annual work program and budget (ii) The design and implementation of monitoring and evaluation studies and (iii) On technical issues arising in its oversight of implementation of project components and subcomponents.
Preparing annual and quarterly work programs, budge procurement plan and cash flow projections
Providing technical input to strategies documents, analytical work, initiatives geared to improve the business environment and increase enterprise growth in close collaboration with the implementing agencies.
Oversee preparation, submit, and recommend in a timely manner, accurate and reliable project implementation progress reports, which financial statements, etc.

Qualifications

Must be a Civil Engineer registered with NSE and COREN
A Graduate Degree in Civil Engineering or related disciplines with at least 5 years’ experience in managing projects programs.
Detailed knowledge of design, implementation arrangement and monitoring and evaluation of Multilateral Bank’s financed projects
Strong project management skills including ability to provide strategic guidance develop work plans and manage budgets and project expenditures
Good understanding of Multilateral Bank’s processes and procedures is an added advantage
Well-developed leadership, inter-personal, communication and negotiating skills, as well as ability to work effectively in team
Excellent computer skills.
